We have completed rewritten Android CLI and it includes many new features, enhancements and bug fixes. I would suggest you to upgrade to Studio 3.2.1 + SDK 3.2.2 + CLI 3.2.1 to take advantage of these improvements.
still encountered error " emulator not running , exiting........"

Your output indicates that you are still using SDK version 3.1.3.GA. You either do not have 3.2.2 SDK installed or your project still uses 3.1.3 in tiapp.xml file. Please run the following command to make sure that you have 3.2.1 or 3.2.2 SDK installed. titanium sdk
