[AC-1504] "Publishing Node.ACS Service..." in Studio keeps loading

Description
For some reason when I run/debug an app and have Node.ACS apps open, Studio displays at the lower right bottom of studio a continuous (never ending) loading as displayed in the attached image.

It is likely the publish command is blocked by the Node.ACS CLI login command failure. It is already handled through NODEJS-1713.
