Cannot reproduce this on latest master.
This issue doesn't resolved on my device(Galaxy nexus and Sharp IS03). I use latest master branch. Please try once more. Run sample Application, and change Wi-fi status on-and-off repeatedly. First Event is displayed, but later events is not fired.

Verified on galaxy nexus device. It is firing the network change event each time.Environment used for verification - Titanium SDK:3.0.0.v20121024144610 Titanium Studio:3.0.0.201210220122
