Charge row reacts on user's click - it gets narrower than the table's size (see the attached video)

It's not quite a duplicate, but one bug causing another. In order for row deletion to work, the row can't move. Fred already fixed that in another patch.
When user taps on the row in touch mode, or hovers the mouse over the row in mouse control mode, a thin grey line appears from the bottom side of the row, and the row moves when user swipes in touch mode. see the attached video "Rows moving.swf"
The issue of moving the charge rows while swiping is Windows 8 specific behavior.
