Description
Steps to reproduce:
1. submit a report with at least 2 charges in it
2. switch to manager view
3. open the report and check the order of rows in "Charges" table
Expected result: the rows should be displayed in the same order as in employee view
Actual result: the rows are displayed in reverse order
