Using 3.1 GA and the Android map module that uses Google Maps v2 sdk - Pretty much this Q&A sums it up: https://developer.appcelerator.com/question/152214/google-map-v2-sdk-310-ga-map-appears-blanck
I've taken sample code, my own, etc. and the map is always blank, even with the appropriate key from the Google Console.
Testing with an HTC One on 4.1.2
Ok I think I figured this one out. If you just use the key generated in the Google Console you have to build the app for production. Just building for device won't work. If you use the debug keystore then it will work for building for device.
