The specification should contain two parts:

The contents of the event object

Helper methods for converting the abstract data in the event to concrete values

This needs more time to stew, and to make sure this is the right thing to do. A scroll event fires at 60 hz. Any listener taking more than 15 milliseconds would cause lag and slow responsiveness.
