[TIMOB-17496] Electric Company - ScrollView with child scrollableView not responding to touches

When the Electric Company app is first opened, there is a scrollable view nested within a ScrollView, and the parent ScrollView is unresponsive to touches until the ScrollableView has been swiped. Only then can you actually scroll to the rest of the ScrollView.
