There are two Q&A topics from users that claim to have correctly installed the Windows SDK and are even able to run an app through Visual Studio but see Titanium fail and

Public update: We don't support building to Windows Store from Studio, nor Windows 10 or Visual Studio 2015 atm.
So the workaround is using a Windows 8.1 machine?
Until we announce Windows 10 support.. yes
Closing, I think this is obsolete for now. Please create new ticket if this is still the case.
