Description
Implement the parsing system for the new tiapp.xml specification.
This bug is 18 months old and does not provide any link for the proposed "new tiapp.xml specification". Presumably any proposed changes have already been made or are irrelevant, given that we're implementing a new CLI. I propose we close this bug.

We no longer know which spec this might have referred to and we're implementing a new CLI. Closing this bug as a historical artifact.
