new test case, checked in 1.7.0

1.base UI > Views > Dashboard View
2.try to move icons with toggled or not. no diff in behavior

Unable to reproduce (8612a7a). You can get the difference in behavior by:
1. Hold touch on icon, until dashboard goes into "editing" state (icons can be moved around)
2. Perform some edits
3. Commit edits
4. Click 'toggle editable'
5. Hold touch on icon - dashboard will NOT go into "editing" state.

It's cool, I wasn't clear enough in the initial test spec for this fix anyway.

Witnessed this behavior while working on 3789 - pulling into Sprint 18 & fixing.

Fixed by bdb8615. Maybe all that time spent repoing Dashboard bugs wasn't in vain.
