Description
When modules are require()'d, the can be cached in local storage. We may want to implement this as either an AMD plugin or directly into the loader itself. Either way, there needs to be a way to enable/disable it, as well as bypass if needed.
Closing ticket as "Won't Fix" as MobileWeb is no longer supported.
