Description

Verify that turning off Fastdev in tiapp.xml turns off Fastdev

Steps to reproduce issue

1. Put flag to turn off Fastdev in the top level of the tiapp.xml: false 2. Launch project in emulator 3. From a new terminal, navigate to the project 4. Then type "titanium fastdev status"

Expected result

Should display: "No Fastdev servers running in "

Actual result

Failed: fastdev is still able to run Test run: http://appcelerator.testlodge.com/projects/1317/test_runs/8375#executed_case_161993
