Description
This task is for creating the
migrate external, as described by the [CLI spec](https://wiki.appcelerator.org/display/spe/Command+Line+Interface).
Tasks include:
* Write migrate command
* Document migrate
* Test plan for migrate
This task requires that the CLI frontend and the validate external are complete.
There is no need for this ticket anymore.
Closing ticket as the issue won't fix.
