Description
Steps To Reproduce:
1. Run test 1046 from http://wiki.appcelerator.org/display/tp/UI+Composite+Layout+Behavior+Test+Case
Actual Result:
Top value is being ignored
Expected Result:
Top and height value to take precedence and draw 10 units down
