Base UI => Window Standalone
open modal. toolbar is no longer translucent.

Works for me, but will wait until I can read the full ticket to close.

Doesn't work for me after all. Problem is much more serious: Opening any window above the current window removes translucency on the toolbar. It may also remove translucency on other elements, it's hard to say.
However opening modal does reposition views underneath the toolbar.
