Description
Steps to reproduce:
1. click "Create report"
2. add a charge to the report
3. leave empty fields "Name", "Report Title", "Business Reason"
4. click "Submit report"
Expected result: the report shouldn't be submitted
Actual result: the report is submitted, hint labels are displayed in place of fields values.

I don't think this app is a Windows Hybrid app, but either way, it's dead.
