[TIMOB-12274] Runtime errors: Codify and implement a consistent interface for thrown errors across platforms

Currently, both iOS and Android report errors with line number, file path, stack trace, native reasons, and/or native locations. However, the format and name of the properties is undefined, and vary from OS to OS. With adding new OSes, it would be ideal if we had parity or consistency to better facilitate debugging and tracking from the field.
