It would be great if Mobile web also supported hintText on textAreas. In fact, I've done it and will submit a pull request shortly.
Moving this feature request to engineering for further evaluation.

Based on current information, the better approach to implement this feature would be to have TextBox handle hintText using placeholders instead of a Javascript-based solution. Closing the PR, but will keep this feature request open, and would be happy to work with you on a new approach.
