[TIMOB-19191] alloy.js file is not recreated by build procedure

Use an alloy project

Delete file alloy.js in ..\plugins\ti.alloy\hooks folder

Delete everything in the Resources folder

Run build

*Result:* Build is broken as alloy pre-processor do not start *Expected:* The alloy.js is re-created by build procedure and build procedure proceeds with the alloy pre-processor At the same time build recovers alloy.js the if something is changed manually inside of the file. Btw, is that right to attach the alloy.js file to the project structure? Imho, the file belongs to the build procedures. No?
