[TIMOB-23380] Windows:Ti.UI.Picker does not work properly in windows

Unable to change the options in the picker after the first time. It only works once. This is happening on windows device Microsoft Windows 8.1 Enterprise and emulator 8.1 WVGA 4 inch 512MB. *Test Code:* reporter’s sample code. *index.js*
