Description

We currently have drillbit failures in XML from the 12/5/11 run of master@8f6f25b. Failures are:

xmlElement 1267 should throw exception, but didn't
xmlElementNS 1346 should throw exception, but didn't

We should make sure that exceptions are thrown at the correct points for error handling parity with Android. In general, we should make an effort to be DOM L2-compliant and throw exceptions where it's indicated that we need to in the spec.
