Description
When generating the appcache list, also track the file size of the resources and for device specific builds, we need to determine whether or not to use appcache. For example, if the project is larger than 5MB, then don't use appcache on older Android devices.
Closing ticket as "Won't Fix" as MobileWeb is no longer supported.
