Description
This task is for writing the
help builtin, as described in the [CLI spec](https://wiki.appcelerator.org/display/spe/Command+Line+Interface).
Depends on the API from TIMOB-9022 to be completed, and the unit test evaluation from TIMOB-9024. This ticket *may* be performed in tandem with TIMOB-9022 and TIMOB-9024 as a result.
Tasks include:
* Write "help" builtin (all platforms)
* Produce documentation (todc2, markdown, manpage, whatever)
* Test plan for "help" builtin
