[AC-6412] can't build with 8.2.0.GA

Description

1. create a dummy project for iOS and android with SDK 8.2.0.GA 2. try to run distribute, or build to a iOS device 3. It will generate the errors, see the attached errors for both iOS and android 4. try to run it in simulator, it works fine. 5. change the sdk version to 8.0.0.GA, it can build successfully.

    Hi [~jason919], could you please attach the result of appc info to give us some more information. And a direct follow-up question: do you run node 10.x?

    [~jason919] It looks like you're hitting TIMOB-27415, could you try running the below in terminal or reinstall the SDK via appc ti sdk install latest to fix 
       chmod +x ~/Library/Application\ Support/Titanium/mobilesdk/osx/8.2.0.GA/iphone/titanium_prep
   chmod +x /~/Library/Application\ Support/Titanium/mobilesdk/osx/8.2.0.GA/android/titanium_prep.macos

    I chatted with online support. Yes. It got fixed by reinstalling the 8.2.0.GA
