Description
Steps to Reproduce
After upgrading to Studio 3.3 I can't get my Android device to appear in the run configurator drop down. Android device appears in device list, but not in run configurator drop down. Log file shows unable to bind errors.
Actual Result
run configurator drop down is empty
Expected Result
ANdroid device should appeat

I was able to get this working by reinstalling node.js, rebuilding jdks and rebooting.
