Description
This PR make you can skip the file when doing an optimization manually.
There are no reason to optimize js files which doesn't depends on alloy.

*To Test* 1. Create an alloy app 2. Include a js file under
app/lib
3. Add the js file underoptimizingExeptions
ofconfig.json
4. Compile and look into output, under
----- OPTIMIZING -----
, you should not see the file being optimized.
