[ALOY-1120] Why `alloy compile` install plugin?

Description

We already have alloy install plugin command for that. Also alloy new install plugin. Inconvenience arise if we try to use locally installed alloy. Instead of using simple combo 
node_modules/.bin/alloy compile --config platform=android
node_modules/.bin/ti build -p android -T device -b
we need to set ALLOY_PATH environment variable to plugin.py can find alloy.
