Description
All babel-* packages used in alloy recently had a new release, we should update to the latest version, ensuring all tests pass and testing sample alloy apps to ensure there are no regressions

Verified the fix in CLI core 7.1.0-master.22. Did a quick check with the default alloy app, kitchensink v2 & with hyperloop examples app & it looks good. Resolving & Closing.
